El objetivo fue proporcionar un marco emergente y una gu\u00eda pr\u00e1ctica para difundir <b>la prospectiva estrat\u00e9gica<\/b> en todo el gobierno, facilitando una formulaci\u00f3n de pol\u00edticas m\u00e1s proactiva y orientada al futuro.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9402914 elementor-widget elementor-widget-heading\" data-id=\"9402914\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Acciones Clave<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bd8087d elementor-widget elementor-widget-text-editor\" data-id=\"bd8087d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"western\" lang=\"es-ES\">El trabajo combin\u00f3 <b>investigaci\u00f3n, an\u00e1lisis comparativo (benchmarking) y dise\u00f1o de prospectiva aplicada<\/b>. Realizamos comparaciones internacionales y estudios de caso, y estructuramos una gu\u00eda en torno a cuatro \u00e1reas de acci\u00f3n: <i>Framing, Building, Fine-tuning y Doing<\/i>.<\/p><p class=\"western\" lang=\"es-ES\">El proyecto tambi\u00e9n identific\u00f3 ocho funciones de prospectiva relevantes para los responsables de la toma de decisiones, junto con un mapa de barreras y facilitadores para la incorporaci\u00f3n de la prospectiva en el gobierno. Se propusieron elementos sist\u00e9micos para una pr\u00e1ctica sostenida \u2014 incluidos la demanda y el mandato, las competencias y capacidades, los arreglos institucionales, la integraci\u00f3n en el ciclo de pol\u00edticas y los bucles de retroalimentaci\u00f3n y aprendizaje.<\/p><p class=\"western\" lang=\"es-ES\">Para anclar la prospectiva en retos reales de pol\u00edtica, aplicamos el marco a temas prioritarios como la <b>transici\u00f3n verde y energ\u00e9tica<\/b> y <b>equidad y cohesi\u00f3n social<\/b>, al tiempo que se delinearon cinco oportunidades de prospectiva para PlanAPP: estrategia y hoja de ruta, exploraci\u00f3n del ecosistema, intervenciones espec\u00edficas e intercambios internacionales.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div
